Otoplasty is the medical term used to describe that procedure. It is performed by placing an incision behind the ear and using small incisions in the cartilage made with a needle and suture to place natural bends and folds in the ear and bring the ear closer to the head. Aesthetic standards exist as to how far the ear should protrude and these are balanced with patient wishes to achieve the desired result.
